A lovely image! I'm sitting here wanting to offer something construction, yet I'm absolutely amazed by the work, so it may be a little more grovel-ish than critique-y but I will try my best!
I love the shine going across her hair, as well as the grungy looking textures that you can see in her hair, further down you've got some darker red/orange outlines that are very well placed! Looking at the hair I see that perhaps there is something about the hair going behind her head, where it turns to a darker red solid tone, however I have the same problem when I draw so I couldn't tell you exactly how or why!
The eyes are great, I love the piercing green of them and they seem to be very well detailed. I'd be curious to see how it looks without the eyes being set above the hair as it looks to me like you've got eyes above to prevent them from being blocked out by her bangs. I can definitely see why you decided on that though as you might venture to lose your eyebrows in the process, which help sell the expression.
Lastly the neck and clothing, I'm terrible with this part so I don't want to say too much about them, but when I look at it, it doesn't drag down the amazing head you've drawn, so I'd say that you've done an excellent job with her body!
I hope I have written you a good critique, this is my first one, an absolutely lovely piece of art and I'm happy to have gotten the chance to see it!
To be honest, I wasn't sure about the star ratings I selected, I need to think about the star ratings but for the time being I'll just tell you why I picked what I did, vision I put 4/5 because you had the vision to put together this lovely piece of work, and it worked! for originality, I made the score considerably lower, only because I'm looking at an anime character front portrait, this isn't really the kind of piece where we would even care about originality! Technique is 4.5/5 because I think the technique you demonstrated on this picture deserves that, I'm not saying you're near perfect as an artist or anything, because nobody is! But you definitely have the chops needed to make this piece work! Impact 4.5/5 again, I guess I don't like giving five stars but still, your picture had a huge impact to me, it stood out immediately in the list of other pictures and was drawn to it.
